Correspondence, 1959-1962.

Consists of the correspondence of commissioners Edward J. Boling and Harlan Mathews. Topics covered include corrections, education, and communications with the governor's office. Correspondence reflects a broad range of topics that occurred during the administration of Governor Buford Ellington. Topics of interest include the use of the Joelton Air Force Base, the development of the Tennessee-Tombigee Waterway Development Authority, and the transfer of the Goodwin Institute property. There is a considerable amount of information on the Southern Regional Education Board (SREB) of which Governor Ellington served as chairman.

Prior to 1959 the financial workings of State Government were conducted in various staff divisions of the Governor's office. These offices had titles like Division of Accounts and Division of Budgeting but did not have departmental status. The Reorganization Act of 1959 created the Department of Finance and Administration, consolidating financial of monetary matters of state government into one cabinet-level department.
